Jim Bailey is a security and crime prevention professional, with 35 years experience in the physical security, law enforcement and intelligence field. He has well respected capabilities in threat and risk assessment, physical security, personnel security, with well developed investigative, analytical, and project coordination skills.
Jim was the Physical Security Specialist responsible for the design and implementation of high security electronic intrusion detection systems for the Canadian Security Intelligence Service (CSIS). This included project management for all installations, leading to standardization of hardware and software for CSIS within western Canada.
Jim designed the National Threat and Risk Assessment program on behalf of CSIS, incorporating security administrative reviews. He developed the procedures, database, and an electronic form to facilitate the reviews, and was responsible for implementing this program and conducting threat and risk assessments at CSIS offices.
Jim has a wide range of project management experience in the security field, including having managed a team comprising engineers, hardware and software specialists in trouble shooting major deficiencies and directing corrective action by the manufacturer. He has also liaised directly with security systems manufacturers in advisory role on software modifications.
In 2001, Jim was awarded the CSIS Instant Recognition Award 2001 in recognition of his investigative and coordinating abilities in relation to a complex investigation involving SIRC. Jim is a clear decision maker, well organized, and results orientated professional with proven leadership ability in a high stress occupation.
Rick Draper is a career Crime Prevention and Security Risk Management professional with over 25 years experience. He is also a Adjunct Senior Lecturer in the School of Criminology and Criminal Justice at Griffith University in Brisbane, Australia.
Rick has assisted many clients with developing and implement effective CCTV systems, including public space, transport, retail, office and specialty applications. He has undertaken reviews of public space CCTV systems for a number of local governments, was engaged by the Ministry of Transport in NSW to review the trial of cameras in taxis in that state and subsequently contributed to drafting the specifications for those systems, reviewed the application of CCTV in buses, and among many other projects prepared the specifications for a new multi-site IP based CCTV system (including analytics) for major shopping centres and office buildings in Canada. He was recently engaged by the government of Western Australia to undertake a strategic review of CCTV in public and private sector applications.
Rick holds a degree in education with the equivalent of a major in studies in justice. Prior to earning his degree, he obtained electrical trade and electronics qualifications and worked extensively in the electronic security industry, giving him valuable experience in the technical aspects of security systems and vulnerability identification.
Rick is a recognised forensic security consultant and has
prepared several reports in relation to litigation in a number of
jurisdictions. In this capacity he has also been called as an expert
witness to give evidence in courts in a number of Australian States.
Rick has written and presented numerous papers and articles on a
diverse range of topics and has developed/coordinated training and
professional development programs in areas of Security Management,
Crime Prevention, Fire Safety, and Security Technology. He was
invited to write a chapter for the third and fourth editions of the
highly regarded, Handbook of Loss Prevention and Crime Prevention
(edited by Lawrence J. Fennelly).
In 1992, Rick was awarded the Security Australia Annual Achievement
Award for the Pursuit of Excellence and Services to the Security
Industry.
Rick is a member of the Australian and New Zealand Forensic Science Society, Vice-Chair of the International CPTED Association, a member of ASIS International, and a regular contributor to security industry and crime prevention events.
Tim Prenzler is a Chief Investigator with the recently launched ARC Centre of Excellence in Policing and Security (CEPS), and a Professor in the School of Criminology and Criminal Justice at Griffith University in Brisbane, Australia.
Tim's research expertise includes: corruption prevention, security industry, criminal justice ethics, and gender in policing. His current teaching areas include: ethics and accountability in criminal justice, crime prevention, and security management.
Tim Prenzler & Rick Sarre wrote the highly regarded book, "The Law of Private Security in Australia" (Thomson Lawbook).
Rick Sarre is arguably one of Australia's foremost experts on the subject of security industry law and regulation and a compelling speaker. He holds a law degree from the University of Adelaide, an MA in Criminology from the University of Toronto, and an SJD from the University of Canberra.
Rick's research interests include: Security Law, Criminal Justice, Corporate Governance, Private Policing, Sport Law, Regulation, Business Aspects of Project Management.
