Rick Draper

Rick Draper ~ Executive Director.

Rick Draper is a career Crime Prevention and Security Risk Management professional with over 25 years local and international experience.  He is also a Adjunct Senior Lecturer in the School of Criminology and Criminal Justice at Griffith University in Brisbane, Australia. He has been responsible for developing many of ISMCPI's professional development programs and continues to play a leading role in guiding new initiatives.

Rick holds a degree in education, with major studies in security and justice. Prior to earning his degree, Rick obtained electrical trade and electronics qualifications and worked extensively in the installation, commissioning and servicing of electronic security systems, including large scale access control and closed circuit television systems.

Rick is a recognised forensic security consultant and has served as an expert witness in civil litigation cases involving security, with a number of cases involving CPTED related matters. In this capacity, Rick is required to analyse a loss incident to determine the nature of the vulnerabilities which lead to the loss, evaluate the relative effectiveness of countermeasures which were in place, and identify any shortcomings on the part of the security providers or the owner of the premises.

Rick has written and presented numerous papers and articles on a diverse range of topics in the areas of crime prevention and security. He wrote chapters for both the third and forth editions of the highly regarded, Handbook of Loss Prevention and Crime Prevention (edited by Lawrence J. Fennelly). In 1992, he was awarded the Security Australia Annual Achievement Award for the Pursuit of Excellence and Services to the Security Industry.

Tony Lake

Tony Lake ~ Director, International Operations.

Tony Lake is the ISMCPI Director of International Operations and a Senior Security & Crime Prevention Advisor with Amtac Professional Services Pty. Ltd.  Tony joined Amtac in 2007 after more than 36 years with the Queensland Police Service (QPS).

Until 1990, Tony was an operational police officer serving in various parts of Queensland. In 1990, Tony was promoted to the rank of Inspector and was one of three officers tasked with the implementation of community policing in Queensland. In the early 1990s he was a member of the project team formed to develop the 'Police Beat' Shopfront Program and was responsible for the development of the school based policing program for Queensland. Tony was responsible for introducing and promoting the principles of Crime Prevention Through Environmental Design (CPTED) to the QPS. Just prior to his retirement from QPS he was attached to the Office of the Commissioner where he developed CPTED Guidelines for the State of Queensland and drafted CPTED policy and training for the QPS.

Tony is a Director of the International CPTED Association (ICA). He chaired the organising committee for both the 6th and 9th ICA CPTED Conferences held in Brisbane in 2001 and 2004, and co-authored and presented a paper at CPTED-2005 in Chile. Tony has delivered presentations on CPTED at the International Policing Conference, Illuminating Engineers Society of Australia & New Zealand, NZ Ministry of Justice and the Local Government New Zealand Community Safety Conference, and workshops for organisations such as Christchurch, Auckland, North Shore, Papakura, Porirua and Selwyn City and District Councils, Community Patrols NZ, Neighbourhood Support NZ and New Zealand Police. He has assisted with the development of CPTED solutions for areas in Napier, Turangi, North Shore, Christchurch, Porirua, Rotorua, Tauranga, Manakau and Rolleston in New Zealand, as well as in numerous locations in Australia.

Keith Wilson

Keith Wilson ~ Director, Curriculum Development.

Keith Wilson is a Senior Security and Crime Prevention Advisor with Amtac Professional Services Pty. Ltd., with subject matter expertise in the application of Government Protective Security, Security Risk Management, Corporate Asset Protection, Crime Prevention and Emergency Management.

Keith joined Amtac in July 2006 after having served as a Principal Security Adviser and Security Manager with the Department of Defence for six and a half years. Prior to this Keith spent three years with the Victoria Police Force following a long and highly regarded career (21 Years) in the RAAF. Keith continues his association with the RAAF in the demanding high readiness element of the Reserves as an Officer in the Security Police category.

As a Principal Security Adviser in the Department of Defence, Keith led a team of security advisers responsible for providing advice to Senior Defence Department Commanders and Managers, with appropriate strategies for the protection of their facilities, installations and operations. This included the conduct of comprehensive security surveys, development and commissioning of risk treatments, provision of security intelligence, and the delivery of security training and education programs.

As a RAAF Security Police Officer, Keith is responsible for the Protective Security, Force Protection and Emergency Response elements, of Air Force facilities, installations and operations.

Keith has extensive experience in developing integrated protective security programs, emergency management plans and response procedures, drafting policy, instructions and manuals, conducting security risk assessments and surveys, and the development and delivery of security awareness and education programs. He has attained Tertiary qualifications in Criminal Justice (Dip. Policing), Security Risk Management (BA. Bus Admin), Frontline Management and Aviation. He has also completed a myriad of professional vocational training courses including the A.S.I.S. Certified Protection Professional (CPP) program.

James Bailey

James Bailey ~ Director, North American Services (Honorary)

James Bailey is a security and crime prevention professional, with 35 years experience in the physical security, law enforcement and intelligence field. He has well respected capabilities in threat and risk assessment, physical security, personnel security, with well developed investigative, analytical, and project coordination skills.

Jim was the Physical Security Specialist responsible for the design and implementation of high security electronic intrusion detection systems for the Canadian Security Intelligence Service ("CSIS"). This included project management for all installations, leading to standardization of hardware and software for CSIS within western Canada.

Jim designed the National Threat and Risk Assessment program on behalf of CSIS, incorporating security administrative reviews. He developed the procedures, database, and an electronic form to facilitate the reviews, and was responsible for implementing this program and conducting threat and risk assessments at CSIS offices.

In 2000, Jim coordinated the first ISMCPI seminar to be held in Canada.  The "Developing & Implementing a Security Awareness Program" seminar was facilitated by Rick Draper at CSIS headquarters in Ottawa.

Barry Davidson

Barry Davidson ~ Director, Crime Prevention Programs (Honorary)

Barry Davidson is a professional crime risk, deployment and response consultant. With more than 20 years experience supporting business organizations and firms in the areas of personal, asset and business integrity, support and planning, Barry has successfully managed high profile projects, events and situations such as the 1988 Winter Olympics in Calgary, Alberta, Canada, the World Petroleum Congress, G8 and several other sensitive international events.

Barry brings his experience and skills as a criminologist and CPTED specialist to the forefront during design, project implementation and field support/direction. He has designed, implemented and supervised manpower response and deployment as well as technology including specialized radio and video transmissions during major events such as the 1988 Winter Olympics, G8, World Petroleum Congress and other high profile, sensitive events. Barry developed and implemented close escort teams for several clients from corporations, media personalities to government officials and dignitaries including former US Vice President Al Gore and General Colin Powel.

Barry has a wide range of project management experience in the technology and security fields, including having created and managed a team comprising community volunteers, technology consultants and law enforcement personnel to combat crime in the inner city areas, targeting graffiti, vandalism and crimes against persons.

Barry served with the Calgary Police Service, giving him the unique ability to deal with high stress environments in a calm, professional and effective manner. This and other regionalised training and experience, along with additional courses and research have made Barry a sought-after instructor, speaker and consultant. 

Barry is a co-founder of the International CPTED Association where he currently still serves as its Executive Director.

Jill Fechner

Jill Fechner ~ Administration & Marketing Manager

Jill Fechner is the Administration & Marketing Manager for ISMCPI and Amtac Professional Services Pty. Ltd.

Jill joined Amtac in 1999 with over 15 years experience in the advertising industry. Trained as a graphic artist, Jill managed the Art Studio for a Brisbane Agency before moving to the art production team at ShowAds Brisbane. Jill has designed, developed and produced a wide range of corporate material and brochures for Amtac, including the coordination of the marketing activities of all ISMCPIs professional development programs. She also coordinates ISMCPIs events, liaising with conference venues and the travel industry. She has a keen interest in web development, illustration, photography and image enhancement.

Jill's responsibilities cover a wide range of areas including office management, web development, development and production of marketing and resource materials, as well as IT Maintenance & Support.

Judy Draper

Judy Draper ~ Quality Assurance Manager

Judy Draper is the co-founder of Amtac Professional Services Pty. Ltd., and is currently responsible for Quality Assurance for both Amtac and ISMCPI. Judy monitors internal and external processes to ensure that procedures are being followed, and most importantly, that client expectations are being met.

Judy holds a degree in Occupational Therapy from the University of Queensland. She commenced work at Amtac in 1993 after a successful career as an Occupational Therapist.

Tim Prenzler

Professor Tim Prenzler

Tim Prenzler is a Chief Investigator with the recently launched ARC Centre of Excellence in Policing and Security (CEPS), and a Professor in the School of Criminology and Criminal Justice at Griffith University in Brisbane, Australia.

Tim holds a Bachelor Arts Degree with Honours, a Graduate Diploma in Teaching, Master of Arts and PhD,  His research expertise and interests include: corruption prevention, the security industry, criminal justice ethics, and gender in policing.  His current teaching areas include: ethics and accountability in criminal justice, crime prevention, and security management.

Rick Sarre

Professor Rick Sarre

Rick Sarre is arguably one of Australia's foremost experts on the subject of security industry law and regulation.  He holds a law degree from the University of Adelaide, an MA in Criminology from the University of Toronto, and an SJD from the University of Canberra.

Rick is a Professor of Law and Criminal Justice in the School of Commerce at the University of South Australia.  His research interests include: Security Law, Criminal Justice, Corporate Governance, Private Policing, Sport Law, Regulation, Business Aspects of Project Management.

Rick Sarre and Tim Prenzler are the authors of the highly regarded book, "The Law of Private Security in Australia" (Thomson Lawbook).
